Mail Ballot Process
- All registered voters residing in mail ballot precincts are mailed a Mail Ballot packet.
- The Mail Ballot packet includes a ballot, signature envelope, secrecy envelope, instructions, and a postage paid return envelope.
- The voter fills out their ballot and places the ballot in the secrecy envelope.
- The secrecy envelope (with ballot sealed inside) is placed in the signature envelope.
- The voter seals the signature envelope and complete required information on the outside of the secrecy envelope.
- The signature envelope is sealed inside of the return envelope and is returned to either the Duluth or Virginia Auditor’s Office.
- The ballot can be mailed or dropped of in-person.
- Once the ballot is received by the Auditor’s Office, the bar-code is scanned and the ballot is placed in a “received” status.
- Voters can check the status of their ballot by checking the MN Secretary of State / Ballot tracker website.
- The ballot is placed in secure status until the County Ballot Board (consisting of appointed election judges and staff) reviews.
- The County Ballot Board reviews the signature envelope for completeness and either “accepts” or “rejects” the ballot.
- If accepted, the ballot status is changed to “accepted”
- If rejected, the ballot status is changed to “rejected” and a replacement ballot package is sent to the voter along with an explanation as to why the ballot was rejected.
- The ballot is placed in secure status until it is processed by the County Ballot Board.
- If a voter would like to request that their original ballot be spoiled and that they be sent a new ballot, they can do so up until 18 days prior to the election.
- At the close of business 18 days prior to the election, the County Ballot Board begins processing mail ballots.
- Mail ballots are balanced using reports from SVRS (State Voter Registration System).
- Secrecy envelopes are separated from the signature envelopes.
- Ballots are run through the county’s high-speed tabulator.
- Results are stored on the tabulator until election night.
- Results are posted to the MN Secretary of State’s website on election night.

Frequently Asked Mail Ballot Questions
Common questions about voting in mail ballot precincts are below. For more details about the process of switching to mail ballot precincts, and how voting works there, see the Mail Ballot Precincts webpage.
- What if I move to a mail ballot precinct close to the election date?
-
If you update your voter registration to your new address at least 21 days before the election, election officials will automatically send you a ballot by mail.
Otherwise, you will need to apply to have a ballot mailed to your new address. Election officials will send you a registration application with your ballot materials.
- Will any polling places be open on Election Day?
-
The office of the election official conducting the election will be open as a polling place on Election Day. To find this location, enter your address into the Polling Place Finder.
You can drop off your ballot there, or register and vote in person. The polling place location may be distant. You can avoid a lengthy trip on Election Day by registering to vote at least 21 days before the election. This will ensure you receive your ballot by mail.
- Will I vote by mail for every election?
-
Your city or town can choose which elections to hold by mail. Most hold state primary and general elections by mail, and hold local elections at a polling place. Use the Polling Place Finder before each election to determine if that election will be held by mail or at a polling place.
- When will I get my mail ballot?
-
Election officials send ballots to all registered voters using non-forwardable mail. They send ballots between 46 days to 28 days before the election. You must be registered to vote at your current address to receive a ballot.
- Do I need a witness for my ballot?
-
Yes. Your witness can be a U.S. citizen at least 18 years old on election day or a notary.
- How do I return my ballot?
-
You can return your ballot by mail, in person or by asking someone else to return it for you. The address will be printed on the voting materials. No postage is necessary.
Ballots returned in person must be delivered by 8 p.m. on Election Day. Ballots returned by mail must be received on or before Election Day. You can track the status of your ballot and confirm that it was received and counted.

Vote by mail in U.S.
What is the Differnece Between A Mail-In Ballot and Absentee Voting?
Absentee Voting requires a Voter to request a ballot, often stating a reason for voting absentee, while mail-in ballots are automatically sent to all registered voters in mail ballot precincts.
To have an absentee ballot delivered to you, you must apply. You do not need to be registered to apply. If you are in the military or out of the country, see Vote from military or abroad.

Apply Online
The quickest way to apply for an absentee ballot is online. You do not need to registered, but you do need an email address and a Minnesota ID or SSN to complete an online application.
- The online absentee application is available starting mid-May for elections taking place in August and November.
- For other special elections, you can usually apply online starting 80 days before the election.
- Apply at least two weeks before an election to allow enough time for your application to be processed, for your ballot to be sent to you, and for you to return your ballot.
- If you have both MN ID and SSN, you will enter both on the application.
Download an Application
Another way to apply is to download one of the absentee ballot applications below, then return the completed application to your county election office by email, mail, or fax. With this application method, we recommend you apply at least three weeks before an election for your application to be processed, for your ballot to be sent to you, and for you to return your ballot.
